Items in Destiny 2 may become unavailable to use if they were purposely disabled or a game license is missing.

Purposely Disabled
Bungie may purposely disable an item if it's used to gain an unfair advantage. If players discover that an item has been disabled, they may want to check the Destiny 2 Disabled Items list or @BungieHelp on Twitter for more information.
Game License Missing
Some items require a specific game license to use. If a game license is missing, players will either need to restore their missing game license or purchase that game license before they can use the item.
